Constitutional Mandate
Science and Technology are essential for national development and progress. The State shall give priority to science and technology, education, training, and services. (Section 10, Articl e XIV, C onstitution of the Republic of the Philippines, 1987)
PSHS Mandate
To offer on a free scholarship basis a secondary course with special emphasis on subjects pertaining to end in view of preparing its students for a science career. (Section 2, Republic Act 3661)
Integrate the existing PSHS campuses into one system of governance and management.
Ensure uniformity in quality standards and systematize operations of schools under the PSHS System.
Rationalize the establishment of science high schools (as defined in this Act).
Establish only 1 PSHS campus in each administrative region
The PSHS System was created by virtue of Republic Act 8496 entitled "An Act to Establish the Philippine Science High School System and Providing Funds Therefor."
Through congressional initiative, RA 9036 entitled "An Act Strengthening the Governance and Defining the Scope of the Philippine Science High School System, Amending for the Purpose of RA 8496" was signed into law by President Gloria M. Arroyo on March 12, 2001.The Implementing Rules and Regulations (IRR) of RA 9036 were approved by the PSHS System Board of Trustees on September 28, 2001.
Among the provisions of RA 9036 is a statement of policy that there will be only one PSHS campus in each of the administrative regions of the country as a means to equitably distribute opportunities for quality education at the secondary level (PSHS System Annual Report, 2001, Page 4).

Pioneers

The Philippine Science High School started as the Philippine Science High School - Camarines Sur Campus with the director, seven teachers and 27 first year students. There was no own campus and everything was makeshift. There was so many challenges on the part of director, teachers and students. Each has to make adjustments in their new life in PISAY - CSC.
The director, Dr. Gregilda S. Pan was always there to support and encourage the students. She stood tall amidst all the problems and misunderstanding. She gave hope to the pioneer batch that it will all be temporary.
The pioneer teachers are Mr. Miguel Lavadia, who taught Health, Arts and Woodworking before now teaches Biology and Arts, Mr. Arnel Bermejo who still teaches Math 1 until now. Mrs. Joy Olazo who taught Values Education before, now she is teaching English. Mr. Jay Bassig who taught Filipino and Social Science, now teaches only the latter. Mr. Sevedeo Malate, who until now teaches Computer Science, Mrs. Elsie Ferrer who taught Integrated Science now the campus director, and Mr. Armin Apostol who was the Boys Dormitory Manager now teaches Values Education. It was hard for them to adjust after all they are still employed in San Rafael National High School.
The pioneer batch also experienced the hardship of being the first batch. The boys slept in folding beds in makeshift dormitories and the girls have to travel to and from the boarding house. There was limited supply of books and facilities.
It was not all hardships and pains, there were also good times and happy moments. since the students are only few there was a great bonding between students and between students and teachers. The teachers also act as guardian and friend of students. The students not only talk to the teachers of lessons but also about their lives and problems.
They all held on for they know that this situation will just be temporary and the fruits of what they are doing will be sweet.
Now, it all paid off because the pioneer batch are graduating with flying colors when it comes to University Entrance Examinations and the director, teachers and the following year levels will already have their own campus.
