Constitutional Mandate

Science and Technology are essential for national development and progress. The State shall give priority to science and technology, education, training, and services. (Section 10, Articl e XIV, C onstitution of the Republic of the Philippines, 1987)

 

PSHS Mandate

To offer on a free scholarship basis a secondary course with special emphasis on subjects pertaining to end in view of preparing its students for a science career. (Section 2, Republic Act 3661)

Integrate the existing PSHS campuses into one system of governance and management.

Ensure uniformity in quality standards and systematize operations of schools under the PSHS System.

Rationalize the establishment of science high schools (as defined in this Act).

Establish only 1 PSHS campus in each administrative region

The PSHS System was created by virtue of Republic Act 8496 entitled "An Act to Establish the Philippine Science High School System and Providing Funds Therefor."

Through congressional initiative, RA 9036 entitled "An Act Strengthening the Governance and Defining the Scope of the Philippine Science High School System, Amending for the Purpose of RA 8496" was signed into law by President Gloria M. Arroyo on March 12, 2001.The Implementing Rules and Regulations (IRR) of RA 9036 were approved by the PSHS System Board of Trustees on September 28, 2001.

Among the provisions of RA 9036 is a statement of policy that there will be only one PSHS campus in each of the administrative regions of the country as a means to equitably distribute opportunities for quality education at the secondary level (PSHS System Annual Report, 2001, Page 4).
