Experts in education believe that the gifted and talented youth are ideally suited for scientific and technological leadership. The establishment of PSHS is based on the concept that there are many Filipino children who possess high potentials for contributing significantly to national development through science and technology.

As the PSHS System slowly expands, it is important that PSHS responds to the challenges of the times. There is a need to examine and adopt fresh approaches for viewing the potential of the gifted in S & T and mapping out goals that worthwhile and achievable.

If we are to be successful in molding the gifted for science and technology, we as administrators of the Department of Science and Technology and Philippine Science High School System, must be guided by a vision: to lead in the education of scientifically and mathematically gifted youth who shall form the base from which leaders and professionals in S & T can be drawn.

The global scene features players that are more knowledgeable and sophisticated. For us to compete with these players, we have to prepare our youth adequately by holding on to the highest standards of excellence.

I would like to greet everyone in the PSHS family/community, a Happy and Prosperous New Year. With it goes my wishes and prayers for another good year for all of us..

As we look back to 2007 and reflect upon it, we may be awed by our successes and triumphs both in our personal and professional lives. In our work we have accomplishments worth noting. May these serve to remind us that indeed we can do and accomplish things, if we work hard as team and focus on attaining our goals.

On the other hand, we might have also been overwhelmed by challenges and problems encountered, especially in our workplaces. May these serve to strengthen our resolve to improve on things we have not done well enough, and consider them as occasions or events from which we could learn lessons.

What will make a 2008 a good year will depend on how well we are going to make use of the time and opportunity given us. As members of the PSHS family and community, there are certain expectations of us. I enjoin everyone to always keep to our heart our vision-mission; because that's the only way we will be well guided in our actions and even ways of thinking. We should also look to 2008 as a welcome year for more challenges. Yes, these are neeed to make us better persons, especially as professionals bearing the PSHS brand

To the Faculty, I encourage you to keep on with the zeal and fervor that should characterize your mission of teaching. And to the staff, we need your equally important support and help, especially in seeing to it that operations of the school are efficiently done

Looking back 11 years ago, we can't help but feel nostalgic of how this campus struggled to shape the dream of Cong. Noli Fuentebella in bringing quality education to deserving youth in the Region. With the able leadership and determination of Dr. Gregilda S. Pan we have strongly placed together the foundations of this institution which is now a noble paradigm of sweat, tears, sacrifices, joys and triumphs amidst the odds of time and circumstances. From the smallest rubble to the biggest edifice that has been built for us, our gratitude to a lot of people is unending.

This year has been a difficult but challenging year to us. With Dr. Pan's retirement, we had to pull together to continue what she has started. Despite the problems we encountered along the way, we were able to carry on the ideals of PSHS and we accomplished them with flying colors!

Through the unending support of parents, the persistent cooperation and determination of students and the steadfast dedication to work of the faculty and staff, this institution will forever be strong amidst crises and obstacles. Together, we shall make a big difference.
